How does Lifeline work?
Lifeline is funded by the Universal Service Fund. When you enroll with an approved Lifeline provider, the provider receives the monthly support amount on your behalf and applies it to your bill. Phone Government applies the full benefit so the Lifeline Free plan costs $0.
Who runs the Lifeline program?
The Federal Communications Commission (FCC) sets the rules. The Universal Service Administrative Company (USAC) administers the program and runs the Lifeline National Verifier, which confirms eligibility, and the National Lifeline Accountability Database (NLAD), which prevents duplicate benefits.
What does Lifeline cover?
Lifeline can be applied to mobile phone service, home phone service or broadband internet — but only one service per household. Free government phones use the mobile option, which must meet FCC minimum service standards for voice minutes and data.
Is Lifeline the same as ACP?
No. The Affordable Connectivity Program (ACP) was a separate, temporary internet benefit that ran out of funding in 2024. Lifeline is a permanent program that continues today.
What are the Lifeline rules?
- One Lifeline benefit per household
- The benefit is non-transferable to another person
- You must use your service at least once every 30 days (or it may be suspended)
- You must recertify eligibility every year
- You must report changes within 30 days if you no longer qualify
How do I get Lifeline?
Check eligibility, then apply with Phone Government. We submit your application through the National Verifier and ship your free device after approval.
Phone Government applies the full benefit so qualifying customers pay $0 for the base plan.
